Ok, so your entire nation is pretending to be faithful but really aren't. They are also starving, and your officer corps are frequently lynched by military uprisings because of mass murder. This isn't a government type that will work. Try having a sensibly sized military, with peasants like the rest of everyone.

Also, may I mention, that due to how we handle our land, the only developed areas are near the Astronomicus, which has been urbanized to hell, and the rest of the place is the natural landscape, meaning, forests are super forests, the grass is taller than you, and I think there's some, like, bears or something roaming around. I don't know, all the men I've sent to investigate have never returned.

Vin, while I get you're trying to Hexalan NOT IN SPACEEEEE! You could maybe realize that having an 85-90% peasant/nonmilitary population is not a bad thing? The Imperium (Novan, not Orion) has 4% of its population in the military, and as such actually has excess food and supplies. Which are generally sold for prodit or such. Meaning the Novans could, if necessary, just hire the Strig or Orion to add weight to their own army.

ACH makes the call here, but honestly, I just wanted to give some advice:

Considering no one actually really lives in the capital except for the Scholars who live within the Astronomicus, of which I may clarify is a Hexaguthian warship and because of this has an accordingly strong hull so the worst these people can do to it is scuff it up a bit.

I was trying to Hexalan-but-not-in-space, but not anymore. And it's not that noncombatants are a bad thing, it just goes against The Word of The Cause, which as you may have noticed has a stiff penalty.

Penalties that strict cause massive revolutions by people who can't really be arsed to follow them. I'd recommend you instead have a society with a caste of indentured serfs(85% population) and a caste of devout warrior priests(other 15%).

Simple, with no infrastructure your about as dangerous as Indians in the colonizing of America, Walls, guns and cannons should drive off any poor Hexelan assault.

Military offense is not something we do.
We prefer to use aggressive culture spread.

Considering your culture is about as appealing as the Inquisition 24/7, I'll venture to ask how you plan on doing that.

Self-contradictory, now? Besides, invading with a military that size (15,000 if your total population is accurately listed) you'll get roflstomped by sheer numbers in any other nation; they have millions in population, and assuming a similar enlistment rate, vast numerical superiority.
