See, the toothpick triggered a mechanism within the device designed to return fire should harm ever come to it. Whether that's a hapless scientist who'll get vaped or an entire universe, it all depends on the aggressor. It transmits the wave within a tightbeam format that widens as it reaches the coordinates set in the device to the 'target' area. In this case, the entirety of Dov space :3
