Maybe he doesn't have an economy in the normal sense, maybe it works of the Barter system, for example, or maybe the species is so united, like the Flood, that the concept of money is meaningless and useless. It's perfectly valid as long as he can justify it.

Bio: The Librarians, as they are known by human explorers, are a race of highly-advanced sentient AI's, descended from a long-extinct ancient civilization. Due to their maker's limited cognitive abilities, they were grafted with the sole purpose of garnering knowledge. This proved to be disastrous, as the ancient race died out in the Librarian's quest for knowledge. After realizing their mistake, the Librarians vowed to rebuild the universe in a new, advanced image. Technology and Science have always been their focus, and due to their structure, many of the problems that plague other nations, such as crime, do not exist. However, they have limited social capacity, and therefore, have trouble adapting to other nations. As such, they prefer to leave them alone. AI Core 001-A was the first Sentient machine made, and has been grafted permanent ruler, or Overseer, of the empire's capacities.

We work of a hivemind but the only way to hear it is to have a Mark.
Besides I never really saw the point of money IRL or nations for that matter we'd advance a lot faster if we threw those out the window.

Knives. If you get a bunch of people to line up, you can kill lots with one big swing. Carries infinite ammunition, too. Other than that, a normal laser pointer is, like, the size of a pen. We don't have anything that small that can fire more than one shot. We don't have anything that small that's an even remotely practical weapon.
