Just had the radiance sit in front of a cannon. The shield mitigation does indeed go up to 82% within friendly culture, meaning it has a maximum of 76% outside of culture.

Ok so lessons learned. A level 10 fully upgraded Radiance-class battleship cannot tank a level 1 Ragnarov-class Titan. I just went in-game to make sure I wasn't talking out my ass, the vasari carrier-class capital ship does indeed start with three squadrons, each squadron comprising of three bombers or four fighters. At level ten, it will hold 7 squadrons.

Vasari carrier class gets only one wing of bombers.
